Are there more than One legendary

I was at the power plant after my 6th badge while look for a electabuzz I encounter zapdos as a wild pokemon are there one then but really rare because I check the pokedex

All pokemon from kanto, johto and hoenn pokedex, are all in wild encounters but players can capture them through history quests, in the wild they have only 5% chance to encounter.

Pokemon from sinnoh, unova and kalos, players can obtain them by specific npc quests or in celadon game's creator mansion as a bonus stuff.

Note: Only the basic pokemon like bulbasaur or in case of legendary pokemon can obtain through wild encounters.
And this game focus only in that 4 regions, not more, because my program, in this case rpg maker xp, is at maximun power, so i can't add more regions, the game's have more than 1.200 total maps.
